1-National Conference: is the
highest body in the movement, convened in ordinary session
once every five years and could be convened in special
session whenever the need arises, by decision of the
National Consultative Council and with the consent of two
thirds of its members
Following the National Conference functions:
- Amending the basic law of the movement and authenticating
it.
- Discussing the report of outcome of previous mandate
submitted by the Chairman of the Movement.
- Approve the regulation of general policy and education
policy.
- Elect the National Consultative Council.
- Electing the Chairman of the Movement who is elected by
the National Consultative Council or Conference.
2-The National Consultive Council: Is the highest
body between two conferences and undertakes:
- Election of the chairman and his deputies and the chairman
of the Consultative Council and his deputy and recommending
the members of the National Executive Bureau.
- The adoption of the movement's agenda and its attitudes
and approving the annual program and the general budget of
the National Executive Bureau.
- Straightening the movement's performance and its
institutions, with following-up and monitoring the work of
the National Executive Bureau.
- Discussing the annual report of the National Executive
Bureau and approving it.
- Proposal of amendments to the Conference concerning the
basic law.
- Forming permanent or temporary committees as needed.
- Amendment of the rules of procedure of the movement and
the rules of procedure of the National Consultative Council.
- Ensure following-up the implementation of the movement's
laws and regulations and implementation of its decisions.
- Issuance and modifying the regulations.
- Discharging the chairman of the movement from his duties
with the approval of two thirds of the members of the
Council.
- Discharging the Vice-Chairmen of the movement and the
chairman of the National Consultative Council and
Vice-Chairman by the absolute majority of members of the
Board in regular session.
- Discharging any member from the Council by the majority in
regular session and the acceptance of requests for
discharging the National Executive Bureau's members or
approving the request of the movement's chairman for
discharging them by the majority in regular session.
- It can take any action that seems to be appropriate in the
case of non authentication on the Bureau's annual report.
- It is held every six months in a regular session.
3-The National Executive Bureau: Is the highest
executive organ of the movement emanates from the National
Consultative Council and undertakes:
- Implementing the movement's public policy across the
secretariats, the structures and the institutions and
following them up.
- Implementing the recommendations and decisions of the
Conference and the National Consultative Council.
- Consultative Wilaya Council: A consultative organization
at the State level and consists of municipal representatives
and institutions and competencies as determined by the rules
of procedure of the movement.
4-The Wilaya Executive Bureau: Is an executive body
emanating from the Wilaya Consultative Council. It
undertakes implementing the movement's general policy at the
State and its municipalities.
5-The Municipal General Assembly: It is a municipal
organization including obligors, supporters and elected
officials in the Municipal Council in the municipality that
has less than one hundred Activ members.
5 –The Municipal Bureau: The Municipal Executive
Bureau is an executive body at the municipal level emanates
from the Municipal Assembly and consists of the Chairman and
Vice-Chairman and members whose duties and powers are
determined in the rules of procedure.
6-Office of the Group: The group is the entire
families at the level of specific geographical space of the
municipal territory as neighborhoods and villages and remote
areas.
7-The family: The smallest organization in the
movement that carries out the educational process in its
broadest sense, including political education, training, and
qualifying.
The Movement has national consultative boards and bodies,
following is the most prominent :
- The founders' body.
- The Economic and Social Council.
- The Board of Management Frames.
- The Prospective Studies' Organization.
The movement issues a magazine called "Al-nabaa"(The News)
as its mouthpiece and has an official website in
(Arabic/French) that is www.hmsalgeria.net and other sites.
